Resolving WWC-44131 or WWC-41415 Error Logging On To Portal (Doc ID 312978.1)

Trying to log in to Portal as a standard user which has been assigned a specific default home page results in this error in Portal.

Portal Version 9.0.4 or 10.1.2.x:

Error: You do not have permission to perform this operation. (WWC-44131)

Portal version 10.1.4.x and 11.1.1.x:

Error : You do not have permission to perform this operation (WWC-41415)
