Diagnosing "Unable to establish connection to the Oracle Internet Directory Server" Error When Executing Ptlconfig Script (Doc ID 314031.1)

How to diagnose the behavior  below:

Execution of "./ptlconfig -dad portal" command returns the following error :

$ ./ptlconfig -dad portal
Portal Dependency Settings Tool
Processing Portal instance '/pls/portal' (cn=portal,cn=oraclecontext)
OPCA_ERROR : Repository access api getDBConnect()for Portal throws exception
:Unable to establish connection to the Oracle Internet Directory Server
Exception : javax.naming.AuthenticationException: [LDAP: error code 49 - Invalid Credentials]
