Getting WWC-40019 Webcache Errors while performing different operations in portal (Doc ID 315725.1)

Symptoms

Get the following Errors while setting the checkbox "Publish As Portlet" from the Manage Tab in a component from a Locally Built Provider:

Internal error(WWC-00006)
Error: Could not open web cache connection. (WWC-40019)
User-Defined Exception (WWV-11230)
An unexpected error has ocurred in pages: wwpob_api_page.add_portlet (WWC-44847)
An unexpected error has ocurred in portlet instances: wwpo_api_portlet_inst.create_inst (WWC-44846)

or

Get the following error while cleaning the entire cache objects from Oracle Portal.
Global Settings -> Cache Tab: "Clear The Entire Web Cache" option:

Error: Could not open web cache connection. (WWC-40019)

or

Get the following error while refreshing a DB Provider:

Error: Could not open web cache connection. (WWC-40019)

 

The webcache event_log shows the following errors:

[30/Jun/2005:12:00:09 -0400] [error 11701] [ecid: 14397004851030,0] Authentication failed. Invalid username or password.
[30/Jun/2005:12:00:38 -0400] [detail] [ecid: 14414184749100,0] [client: XX.XX.XX.XX] [host: webcachehost.domain:4001] [url: /]
[30/Jun/2005:12:00:38 -0400] [error 11703] [ecid: 14414184749100,0] Invalidation request specifies a wrong URL.

 

Note: 
In the above errors the invalidator port is 4001.
