DB ADAPTER Does Not Log Connection Errors When AGENT_LOG_LEVEL=0 (Doc ID 330673.1)

With the agent_log_level set to 0, the DB adapter does not log connection errors(errors occurred while connecting to the database) to the oailog.txt file, or to the screen.This error is captured when the log level is set to 1/2

For example :

1. Lock schema used by the db adapter from sqlplus
2. Set log level to 0 in the db adapter's adapter.ini file
3. Start the adapter and notice that it doesn't log any error in the oailog.txt , neither in the console
4. Change log level to 1 and restart the adapter , now you will see the errors logged in the oailog.txt
