No Stylesheet in UIX ADF Application Deployed to Bea WebLogic (Doc ID 332270.1)

Symptoms

When running ADF - UIX application in BEA WebLogic 8.1, the page is shown without the stylesheet; the error shown is "ERROR: could not create stylesheet for <file-name>".
When running this same application in OC4J, the page is shown with the expected stylesheet options.
