Forms Migration Assistant (FMA) Ignores TNS_ADMIN Setting in Registry (Doc ID 333622.1)

Symptoms

Problem occurs when: setting TNS_ADMIN to a specific location than the default, e.g. d:\network\tns_admin and then moving tnsnames.ora and sqlnet.ora to d:\network\tns_admin and remove/rename the files from the default location $ORACLE_HOME\NETWORK\ADMIN.
When opening the Forms Migration Assistant and trying to migrate a Form, I fails to connect to the database with the message:

"Unable to connect to database with the information provided"

Connecting from the Forms Builder 10.1.2.0.2 works fine
Connecting from SQLPLUS works fine also.

In  Forms 9.0.4.2 the issue does not reproduce and the connection is successful. This happens  for Forms 10g version10.1.2.0.2 and  only when trying to connect to the DB  from FMA.

Changes

In Forms 10.1.2.0.2 the FMA pick up the value for TNS_ADMIN from the frmplsqlconv.bat file which is used to call the Forms Migration Assistant.
