Password Expiration Forces User To Change Password Twice

When a user's password expires, the following message is seen at login:
Error: Your password has expired.
You are now in the grace login period.
Please change your password.
After changing the password, Portal login is successful.
The next time the user attempts to login, the system again forces a password change.
After the second password change, the user is able to login into the system normally.
