OID 9.0.4.x Processes Consume Increasing Amounts of Memory in RAC Environment

OID processes are consuming increasing amounts of memory.
The OID schema is installed in a RAC database instance with Transparent Application Failover (TAF) enabled.
One of the RAC databases has recently been stopped or restarted.
The OID processes have not been restarted since then.
