PRODUCT_USER_PROFILE allows the use of wildcards when specifying the USERID. So '%' and '_' are expanded according to the usual SQL wildcard rules.
Can an underscore provided as part of the USERID be interpreted literally, and not as a wildcard? This can help implement rules for users that have an underscore in their name, for example SCOTT_R.
