OC4J Configuration Assistant fails during 10gAS Installation: OC4J_SECURITY fails to start (Doc ID 341154.1)

Symptoms

The OC4J Configuration Assistant fails during 10gAS Identity Management installation. The Oracle Universal Installer configuration assistant output shows that start of OC4J_SECURITY failed.

Attempts to start OC4J_SECURITY from the commandline also fail. Sample output:

     $ORACLE_HOME/opmn/bin/opmnctl startproc process-type=OC4J_SECURITY

     ........

     opmn id=web01:6200
     0 of 1 processes started.

     ias-instance id=web01_oc4j.oracle.com
     ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++
     ias-component/process-type/process-set:
     OC4J/OC4J_SECURITY/default_island

     Error
     --> Process (pid=7944)
     failed to start a managed process after the maximum retry limit
     Log:
     /opt/oracle/product/IM/opmn/logs/OC4J~OC4J_SECURITY~default_island~1

The OC4J~OC4J_SECURITY~default_island~1 log reports recovery from a previous failure but otherwise seems to report successful startup:
