Symptoms
Getting the following error when trying to access Portal right after the installation:
Forbidden
You don't have permission to access /pls/portal/portal.home on this server.

The error_log shows the following errors in the same time:

mod_plsql: /pls/portal/portal.home HTTP-403 ORA-1017 Proxy log On failed.Please verify that you have specified correct connectivity information i.e. username,password & connect-string in the DAD

The password stored in the Portal DAD is valid, it matches to the password stored in OID and able to connect to the database fine with it.
