Gets "Do Not Have Sufficient Rights" When Accessing COREid Console

When trying to access the Console from a browser, you are forced to authenticate (which is correct),
but when the page tries to load you are told "do not have sufficient access rights". It has been noticed
that the error message is presented in a couple of different ways - sometimes with a page that
simply says "do not have sufficient rights" - other times with a partial page load including a
message saying "do not have sufficient rights".
