SSO External Application Not Accepting Special Character { For Username or Password (Doc ID 351539.1)

This problem can occur on any platform.

Symptoms

Creating an SSO partner application, external application via the SSO Admin application with special characters in the form. When using special characters in the "User Name/ID Field Name:" and "Password Field Name:" fields, they are accepted. But when you edit the partner application you no longer see the special/restricted character {.

Example-
field/password field:
{actionForm.userId}
{actionForm.password}

After saving and re-entering the page I see this:
actionForm.userId
actionForm.password
