Error "Address already in use: make_sock: could not bind to address" While Starting HTTP Server (Doc ID 357761.1)

Symptoms

While starting Oracle HTTP_Server using "opmnctl startall", or in 12c "startComponent.sh(cmd) <component name> it fails to start with the below errors in the log

[Mon Feb 13 14:47:01 2006] [crit] (125)Address already in use: make_sock: could not bind to address 127.0.0.1 port 7201
OR
[user: ritiwari] [VirtualHost: main] (98)Address already in use: make_sock: could not bind to address 0.0.0.0:4443
