This problem can occur on any platform.
After a machine crash or power off, OC4J_SECURITY takes long time to recover. It is NOT hanging. It just needs its own time to get recovered from such ungraceful shutdown.
This problem was encountered few times when the Identity Management (IM) is setup in High Availability (HA) environment.
However, you might see the same recovery time of OC4J_SECURITY in NONE HA env of IM.
The problem happens when OC4J_SECURITY does not get shut down gracefully.
