In Web Deployed Forms, Enter Query No Longer Raises Background Item of Two Overlaying Items to the Front

A forms application is being migrated from client-server to the web
In the application there are two 'identical' items on a canvas which sit on top of one another. The items belong to different blocks. e.g.
Block1.TextItemA sits on top of Block2.TextItemA.
When the form is run in client-server mode, executing Enter Query, while the cursor focus is in Block2, raises Block2.TextItemA to the front. At the same time Block1.TextItemA moves to the back and is no longer visible.
In web deployed forms, the behaviour is different. Executing Enter Query, while cursor focus is in Block2, does not
bring Block2.TextItemA from the background to the front.
The following behaviour can also be observed:
- When navigating through the block using the TAB key the cursor/focus disappears on entering the first item in the block. The cursor/focus appears in the second item after pressing the TAB key again.
- It is also not possible to click into the first item of the second block in the web deployed form. In client-server this is possible.
The problem reproduces at will with a simple testcase.
