OID 10g: Em Website Does Not Set OID 10g Ldap Metrics

Symptoms
In the EMWebsite, choose Oracle Internet Directory (OID 10g version). Then after choosing "Collect Metrics" text, add correct password and click "Ok", nothing happens. The browser screen immediately refreshes and it is still on the "LDAP Diagnostic Collection Configuration" page with no changes.
Validated credentials:
Sqlplus ods/<ods database user password.>
ldapbind -p < port> -D "cn=emd admin,cn=oracle internet directory" -w <password>
If we click on Oracle Internet Directory at top of page and again select "Collect Metrics" there is no change of the status on the "LDAP Diagnostic Collection Configuration" page. The status icon is still down.
