REP-52266 or "Java.Net.Socketexception" When Attempting to Start Reports Server (Doc ID 369572.1)

Symptoms

The report server fails to start with the following error messages in trace files :

Exception 65002 (): Communication channel initialization
failed java.net.SocketException: Permission denied
oracle.reports.RWException: IDL:oracle/reports/RWException:1.0
at oracle.reports.utility.Utility.newRWException(Utility.java:756)
at oracle.reports.comm.Multicast.init(Multicast.java:220)
at oracle.reports.comm.Multicast.<init>(Multicast.java:91)
at oracle.reports.comm.Multicast.getInstance(Multicast.java:82)
at oracle.reports.comm.PacketHandler.init(PacketHandler.java:33)
at oracle.reports.server.ServerPacketHandler.init(ServerPacketHandler.java:59)
at oracle.reports.server.RWServer.startServer(RWServer.java:795)
at oracle.reports.server.RWServer.run(RWServer.java:287)
at java.lang.Thread.run(Thread.java:534)

If the reports server is an in-process reports server, the following errors will be displayed in the browser:

REP-52266: The in-process Reports Server <reportserver> failed to
start.oracle.reports.RWException: IDL:oracle/reports/RWException:1.0
