Line Thickness / Line Width is not Reflected at Runtime.

This problem can occur on any platform.
Symptoms
In forms builder at design time, the line width property of the Frame has been increased to show a thicker line and this is reflected on the canvas. However, when the form is run from either forms builder, or directly via the browser, the thickness/width of the line does not reflect what has been set. It basically shows the line width as if it has been set to 1.
