Interconnect Does not Process Messages if one of Hub RAC Instance is Down

Symptoms
Interconnect Hub database is set in a high availability environment.
If one of the RAC instances is down (for maintenance), Interconnect
stops delivering messages. Interconnect detects that one of the instance is down, and switches over to the other Hub RAC instance successfully, but the adapters do not process messages.
The adapter log files display following messages:
<DATE TIME>: Messenger: restarting.
<DATE TIME>: MessageResubmitter_restarting
<DATE TIME>: MessageResubmitter_doneRestarting
<DATE TIME>: Transport logs: [IPT_HttpRecSendMessageViaAsync]
A request is routed by HTTPReceiver to a list.
<DATE TIME>: Transport logs:
[IPT_HttpRecReceiveMessage] HTTPReceiver.receive(): receive a message
1146135575394 in the transport layer.
<DATE TIME>: OAI could not register message information with the hub database.
java.sql.SQLException: Io exception: The Network Adapter could not establish the connection
