DB Console Fails to Start with java.lang.NoClassDefFoundError in a High Availability Cold Failover Cluster (Doc ID 371549.1)

Symptoms

After installing Oracle Application Server in an active passive Cold Failover Cluster the OracleAS DB Console does not start.

Running 'emctl start dbconsole' fails with the error, "OC4J Configuration issue. <Path_to_oracle_home>/oc4j/j2ee/OC4J_<DBConsole_hostname_sid> not found",

The em-application.log shows error, "emd: Servlet error", similar to the stack below:
