ERR-7620 Error for SSO Enabled APEX / HTML DB Application (Doc ID 371923.1)

Symptoms

Oracle Application Express (formerly HTML DB) - Version: 1.6.0 to 3.0.1
This problem can occur on any platform.
HTML DB - Version: 1.6.0 to 3.0.1

Followed the steps to SSO enable the htmldb application from 

Configure an Application Express application as a partner application in Oracle AS Single Sign-On


When you run the APEX / HTMLDB application, you get error ERR-7620 error for SSO enabled htmldb application and on pressing ok button you can see an error  which states Error in portal_sso_redirect missing application registration information. Error p_partner_app_name:g_listener_token
