Cannot Access Application Express Home Page After Installation ORA-12541 (Doc ID 373590.1)

Symptoms

When attempting to access the APEX / HTMLDB homepage, the following error appears in the browser:

ERROR
HTTP 503 "Service Temporarily Unavailable"

The following related errors are seen in the Apache error_log file as noted below:

[Wed Jun 07 16:49:47 2006] [error] [client x.x.x..201] [ecid:1149720587:x.x.x..201:4488:5376:1,0] File does not exist: c:/...../htmldb
[Wed Jun 07 16:49:57 2006] [error] [client x.x.x.201] [ecid:1149720595:x.x.x..201:4488:5376:3,0] mod_plsql: /pls/apex/apex HTTP-503 ORA-12541
[Wed Jun 07 17:01:25 2006] [error] [client x.x.x.201] [ecid:
1149721284:x.x.x.201:4488:2232:1,0] mod_plsql: /pls/apex/apex HTTP-503 ORA-12541

Depending on the configuration, you may also see ORA-12514 in the Apache error_log.
