OIDDAS And eBusiness Login Gives: "Page Cannot Be Displayed" in High Availability Identity Management Cluster (Doc ID 373737.1)

Symptoms

OIDDAS page and eBusiness Login gives the following error message from the browser when one of IM nodes is shutdown.

"Page Cannot be displayed"

.........
10060 - connection timeout


This problem happens only if any of IM nodes is shutdown. The failover does not apparently work after one of the IM nodes is shutdown.

However, if any IM node components are stopped manually using opmnctl stopall, the problem does not happen.  

The problem does not happen with /pls/orasso in any scenario.   It happens only with /oiddas and any eBusiness app that is integrated with IM.

The error_log file shows the following:

Changes

Topology

1.  Identity Management (IM) Cluster node1 and node2 using NON SSL mode with Cisco Load Balancer.
2.  RAC database with RepCA for MR
3.  eBusiness is integrated with IM.
