Cannot Run Form From Builder, URL Looks Like HTTP://localhost/xqSvRNEFF5n2k4g20EfiQ0rNzLbD7zKNhrSqw4y98gwef8t3 (Doc ID 378344.1)

Symptoms

Cannot run form from the forms builder.
Application Server URL is set to "http://<machine>:<port>/forms/frmservlet".
But when run from the builder the URL string looks like
http://127.0.0.1:<PORT>/xqSvRNEFF5n2k4g20EfiQ0rNzLbD7zKNhrSqw4y98gwef8t3
And Window displays the text 'Oracle Forms'
Can run the the url from the browser without any problems.

The problem is only on this Windows machine, other machines may work fine.
Also works fine when using Mozilla as the browser.

The temp html file is created, and if the contents are run directly the form runs.

Changes

Browser security set higher than the default level of medium.

FORMS_HIDE_OBR_PARAMS set to TRUE (which is the default)

Loopback address not created

Proxy settings enabled
