Symptoms
Unable to log into the SSO Admin application home page http://<SSO_HTTP_SERVERNAME>:<HTTP_PORT>/pls/orasso
After entering username and password, the browser returns the following error:
Error:
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "ORASSO.WWSSO_OID_INTEGRATION", line 857
ORA-31203: DBMS_LDAP: PL/SQL - Init Failed.

- OIDDAS login and logout work as expected
- EM website shows SSO and ORASSO components are UP
