Single Sign On Configuration Assistant Fails If Languages Are Deinstalled (Doc ID 390072.1)

You are installing OracleAS Cluster (Identity Management) on a second or subsequent node following :

Section12.5.4 Installing OracleAS Cluster (Identity Management) on Subsequent Nodes

Multiple languages were selected during the install on the first node. The same set of languages have been selected for the subsequent install.

The installation fails during the execution of the Single Sign-On Configuration Assistant (SSOCA).

Example error reported to the installActions<date/time>.log file:

'Launched configuration assistant 'Single Sign-On Configuration Assistant'

Parameters passed to ssoca : param0:config param1:$ORACLE_HOME param2:cn=orcladmin param3:***** param4:AMERICAN_AMERICA.WE8ISO8859P1 param5:https param6: <sso host.domain> param7:443 param8:nl,en,fr,de,fr_CA
Configuring SSO languages with the following language code:
nl, us, f, d, frc
Language nl is already installed.
Language us is already installed.
Language f is already installed.
Language d is already installed.
Installing language frc ...
calling sqlldr
$ORACLE_HOME/bin/sqlldr userid='orasso@cn=<value>,cn=oraclecontext' control=$ORACLE_HOME/sso/nlsres/ctl/frc/wwcfrc.ctl log=$ORACLE_HOME/sso/log/wwcfrc.log bad=$ORACLE_HOMEsso/log/wwcfrc.bad

In this example, the problem language is French Canadian or French. The problem could apply to other languages.
