10.1.4 Install Replication Configuration Assistant Fails With * ERROR * Bootstrap is taking too long

Symptoms
The 10.1.4 replication install on UNIX platform fails in the Replication Configuration Assistant if the Infrastructure database SID was is uppercase.
The Oracle Universal Installer configuration assistant output window shows:
* ERROR * Bootstrap is taking too long
* ERROR * Bootstrap not completed.exit code=12

<replica_home>/ldap/log/oidrepld01.log shows failure to start due to error 11005 opening the replication wallet file:

Steps To Reproduce:
Install 10gAS 10.1.4 Identity Management with replication option.
In the pre-install 'Database configuration options' screen specify the database SID in uppercase.
