Web Cache not starting and fails to assign port (Doc ID 393564.1)

Symptoms

Web Cache is not starting and the event_log file (located in $ORACLE_HOME/webache/logs) shows the following error message

[alert 13305] [ecid: -] failed to assign port 80, bind() error = Cannot assign requested address

 

Changes

DNS resolution or /etc/hosts file was changed
