Help Find Throws ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP Error creating online help index (Doc ID 394338.1)

Symptoms

1. Users click on FIND function in on-line help and receive error:

ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP", line 1222 ORA-29263: HTTP protocol
error

Error creating online help index.


2.  Oracle Text (Intermedia, Ultrasearch) is installed and valid. Confirmed by doing the following as system:

select comp_name, status, substr(version,1,10) as version
from dba_registry where comp_id = 'CONTEXT';

select * from ctxsys.ctx_version;

3. All other APEX functionality is working.
4. The problem occurs both when running in SSL mode and non-SSL mode.
5. Everything is valid in the APEX schemas and  utlrp.sql has been run.
6. Problem reproduces with IE, Firefox, & Netscape.
7.  The following query indicates that Help related indexes are installed and valid:
