This problem can occur on any platform.
Symptoms
A resource provider needs to be shared by multiple applications within a single OC4J instance.
By adding the <resource-provider entry in orion-application.xml and the <library> entry in the
same file, a specific application is able to load the resource-provider and access it.
However the requirement is to make it available to all the applications within the container, including the named "default" application.
