No OID 10g DIP Sync Profiles in Integration Server Configset After Installation

Symptoms
1. No profiles exist in OID.
Log into Oracle Directory Manager.
Navigate down to the Server Management branch.
Open Integration Server, no configset 1 will be found, nor will any profiles be found.
2. Problems may occur when creating new profiles.
