Unable To Start OC4J_SECURITY on Unix/Linux platform (Doc ID 397237.1)

Symptoms

The infrastructure does not start.
Startup typically takes three minutes, but after 20 minutes, "opmnctl startall" mentions it cannot
start OC4J_SECURITY:

Error
--> Process (pid=%s)
time out while waiting for a managed process to start
Log:
/$ORACLE_HOME/opmn/logs/OC4J~OC4J_SECURITY~default_island~1

More investigation shows that OID is not able to start: the file oidldap01.log shows:

2006/10/31:11:20:19 * Main:0 * FATAL * main * Dispatcher Process unable to bind to port
2006/10/31:11:20:39 * Main:0 * sgslunlListen: Bind failed on communication endpoint (13)
2006/10/31:11:20:39 * Main:0 * FATAL * main * Dispatcher Process unable to bind to port
