Symptoms

A jsp file is created to call a form application. The jsp file does not pass the variables.
It appears as if all the data passed in the otherparams value is seen as the string and does not
see it as separate strings.

Call to the form
METHOD="POST" NAME="theForm"
ACTION="http://<%=sFormsServer%>.hostname:port/forms/frmservlet">

When the POST method is changed to GET, it is working fine
