StackOverflowError When Starting JDeveloper or When Opening Application Module Code (Doc ID 400678.1)

Symptoms

Starting JDeveloper gives the following error:
java.lang.StackOverflowError
at java.util.HashMap.get(HashMap.java:320)
at oracle.ide.net.URLFileSystem.findHelper(URLFileSystem.java:126)
at oracle.ide.net.URLFileSystem.findHelper(URLFileSystem.java:163)
at oracle.ide.net.URLFileSystem.openInputStream(URLFileSystem.java:1164)
at oracle.ide.net.IdeURLConnection.getInputStream(IdeURLConnection.java:44)
at java.net.URL.openStream(URL.java:1007)
at oracle.ide.net.URLFileSystemHelper.openInputStream(URLFileSystemHelper.java:993)
at oracle.ide.net.URLFileSystem.openInputStream(URLFileSystem.java:1164)
at oracle.ide.net.IdeURLConnection.getInputStream(IdeURLConnection.java:44)

You can then click on OK and JDeveloper opens.
However, if you right-click an Application Module and select Go to Application Module Class, you get the same error again.
