Symptoms

ASGCTL> connect asg standbyinfra ias_admin/<adminpwd>
ASGCTL> set new primary database sys/pwd@asdb
Perform an asgctl failover operation.
ASGCTL> failover

Resolution:
Make sure that the database and listener are up.
If the database is up, make sure that the OracleAS Repository API files ias.properties and iasschema.xml are correctly configured. If necessary, use the EM Console to reconfigure the host, user name and password associated with the database
