mod_plsql application throws "mod_plsql: Free: Possible Heap corruption for 'wppa: alloc param sizes'" error in error_log file

Symptoms

In a mod_plsql application when submitting pages that use PL/SQL code to update the Database, get an error page "Page not found" . Following errors are seen in the http server error_log file -

mod_plsql: Free: Possible Heap corruption for 'wppa: alloc param sizes'
mod_plsql: Free: Possible Heap corruption for 'wppa: alloc param inds'
mod_plsql: Free: Possible Heap corruption for 'wppa: alloc param value'

mod_plsql: /usias4_ntx_dad/kmr_display.display_kidney_offer HTTP-404
kmr_display.display_kidney_offer: PROCEDURE DOESN'T EXIST

mod_plsql: /usias4_ntx_dad/DutOff.do_left HTTP-404
ORA-06502: PL/SQL: numeric or value error: character to number conversion error
ORA-06512: at "NTXD.DUTOFF", line 3364
ORA-06512: at "NTXD.DUTOFF", line 257
ORA-04063: package body "NTXD.HLA_SAMPLE_UTILS" has errors
ORA-06508: PL/SQL: could not find program unit being called
ORA-06512: at line 56
