-- Problem Statement:
Users are unable to access Oracle BAM to review reports. When a new user is
added through Oracle BAM Adminstrator/Login Management and the View Roles is
clicked, the following exception appears:

ADC Server exception in GetUserGroups(): 83.

When Details>> is selected the following details for the exception are listed:

ADC Server exception in GetUserGroups(): 83.

The RPC server is unavailable
