OPMN Fails to Start Oracle HTTP Server 10g On Solaris - Error "apachectl hardstop: httpd (no pid file) not running"

The HTTP Server can not be started up in a 10.1.2/10.1.3 Application Server on Solaris . The following message is shown:
opmnctl: starting opmn managed processes...
0 of 1 processes started.
--> Process (pid=18795)
time out while waiting for a managed process to start
- Starting the HTTP Server using $ORACLE_HOME/Apache/Apache/bin/.apachectl start works fine
- No messages are logged in $ORACLE_HOME/Apache/Apache/logs/error_log . The /myoracle_home/opmn/logs/HTTP_Server~1 may not be updated or you can see just:
- Another ORACLE_HOME in the same box works fine, i.e. the HTTP Server starts and stops fine
- The mod_osso configuration assistant fails as a side effect, i.e. the first symptom found was some config assistants failed at installation time,
Logical disk volumes are setup, although the ORACLE_HOME was installed on a local disk not using logical disk volumes.
