OAS 10g Configuration Assistants Fail, OPMN.log Shows Error: BIND (Cannot assign requested address)

Symptoms

OAS 10.1.3.x install is failing at the configuration assistants stage, for example the following Configuration Assistants are failing:

The installActions.log shows a generic error like:

Exception in thread "main" java.lang.NoClassDefFoundError

The configuration assistant (e.g wsil.txt) may show an error stack like:

Launched configuration assistant 'Oracle Web Services Inspection Language Configuration Assistant'
..
Start output from spawned process:
Buildfile: /oraapp01/app/oracle/product/IAS/101310/J2EEN1/webservices/lib/wsil-install.xml

End output from spawned process.
Configuration assistant "Oracle Web Services Inspection Language Configuration Assistant" failed
Buildfile: /oraapp01/app/oracle/product/IAS/101310/J2EEN1/webservices/lib/wsil-install.xml


The $ORACLE_HOME/cfgtoollogs/wsil.txt shows:

init:
[echo] Initializing Variables
install-wsil:
install-wsil_nonjsso:
[echo] Deploying WSIL App with JSSO disabled
[java] Failed at "Could not get DeploymentManager".
[java] This is typically the result of an invalid deployer URI format being supplied, the target server not being in a started state or incorrect authentication details being supplied.

BUILD FAILED
/app/oracle/product/IAS/101310/webservices/lib/wsil-install.xml:29: The following error occurred while executing this line: /app/oracle/product/IAS/101310/webservices/lib/wsil-install.xml:35: Java returned: 1


The opmn.log more revealingly shows:

[date time][ons-listener]  [ip],6200: BIND (Cannot assign requested address)

Similarly running the command 'opmnctl status' returns the same error:

Too few bytes (-1) received from OPMN response
