Symptoms
When installing or patching OracleAS 10g Rel 2 (10.1.2) a failure may be seen with one of the configuration assistants and the error stack will feature the error
java.net.ConnectException Connection refused
For example the WebCache Configuration Assistant may fail with this error stack
