Webgate Diagnostics Page Shows the Access Server(s) and/or Directory Server(s) are Down Even Though they are Running Properly

Even though all the Access Servers and corresponding Directory Servers are up and running, the WebGate Diagnostic page shows that some of the Access Server and Directory Servers are DOWN. Why is this happening?

The workaround for the Bug 5394759 (going through Access Administration Console → System Management → Diagnostics → 'All Access Servers' shows all AAAs UP) is only available for the for administrators. However, any applications using a webgate/accessgate only, wanting to verify the status can only using the diagnostics page which is not giving valid information.

Sometimes it shows  a"Going Down" status for the Access Servers. What does this mean?
