Problems with BINARY_SIGNED_LITTLE_ENDIAN and decimals (Doc ID 424198.1)

This problem can occur on any platform.

Goal

When working with a COBOL File containing ASCII data, BINARY_SIGNED_LITTLE_ENDIAN type columns are incorrectly retrieved.
Indeed, numeric data is displayed without the decimal point : when 100.55 is expected, 10055 is retrieved.
