'Unable to load JdbcProgress library' Message When Testing The Connection To A Progress Database (Doc ID 424489.1)

Symptoms

After having successfully migrated to version 10 of the Progress database, the new JDBC Driver was installed.

However, on testing the connection to the database from Squirrel the following message is displayed :
Unable to load JdbcProgress library
no JdbcProgress in java.library.path

What is the source of this problem and how to correct it ?
