Unable To Set Master Administrator For Identity Server During Setup

Symptoms
During Identity Server Setup, the Search page used to find and configure Administrator users returns no results, regardless of search parameters. There are no errors displayed.Identity Server has been configured with Active Directory LDAP server.
The Identity Server trace oblog.log does not show any clear problem for the search in Active Directory.
