Symptoms

After several days of good operation following reboot, the opmnctl stops working. The service show that
the service is running, but opmnctl will not start or stop any services with the message "Unable
to connect to OPMN. OPMN may not be up."  Additionally, the OC4J home container log file shows "No buffer space available (maximum connections reached): JVM_Bind".
