AD To OID Sync Fails With [Root exception is java.net.ConnectException: Connection timed out]

Symptoms
Active Directory (AD) to Oracle Internet Directory (OID) synchronization process had been working until the Infrastructure server was restarted.
Now ActiveChgImp.trc file shows error connecting to AD server:
LDAP URL : (<AD HOSTNAME>:<AD PORT> cn=<USERNAME>,dc=<COMPANY>,dc=com
Specifying binary attributes: mpegvideo objectguid objectsid guid usercertificate
orclodipcondirlastappliedchgnum
LDAP CommuncationException javax.naming.CommunicationException: <AD HOSTNAME>:<AD PORT>
[Root exception is java.net.ConnectException: Connection timed out]

Reader initialization failed!

However, command line ldapbinds directly to same AD host/port work fine and consistently every time, i.e. the following ldapsearch works consiste:
ldapsearch -h <AD HOSTNAME> -p <AD PORT> -D "cn=<USERNAME>,dc=<COMPANY>,dc=com"
-w <PASSWORD> -b "" -s base "objectclass=*" highestCommittedUSN
So the connection timed out error only occurs for odisrv/sync.
Changes
DNS changes made and restarted infrastructure OID server.
