Accessing the OSSO 10g Administration Application Fails: HTTP-503 Service Temporarily Unavailable (Doc ID 434441.1)

Symptoms

Unable to access the Oracle Application Server 10g Single Sign-On (SSO) Administration Application:
      http://<SSO_HTTP_SERVER>:<HTTP_PORT>/pls/orasso

The browser returns HTTP-503 Service Temporarily Unavailable error.

Example:

Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Oracle-Application-Server-10g/10.1.2.0.2 Oracle-HTTP-Server Server at <SSO_HTTP_SERVER> <HTTP_PORT>


Additional Symptoms:

1. The Delegated Administration Services (DAS) /oiddas application can be accessed successfully.

2. When the problem is reproduced, the Oracle Application Server Infrastructure / HTTP_Server error_log shows the following:

[Wed Feb 28 16:04:54 2007] [error] [client <IP ADDRESS>] [ecid: <ECID>:<IP ADDRESS>,0] mod_plsql: /pls/orasso/htp.p HTTP-503 ORA-12154 ORA-12154: TNS:could not resolve the connect identifier specified\n
[Wed Feb 28 16:06:27 2007] [error] [<IP ADDRESS>] [ecid: ECID:<IP ADDRESS>,0] mod_plsql: /pls/orasso/htp.p HTTP-503 ORA-12154 ORA-12154: TNS:could not resolve the connect identifier specified\n


3. The Oracle Application Server Console /em shows the ORASSO Database Access Descriptor (DAD) is down.
