Build Failed: Please Make Sure The Server Is Running On Host

Symptoms

When attempting to deploy BPEL process to local integration server the following error occurs:

ERROR
BUILD FAILED: PLEASE MAKE SURE THE SERVER IS RUNNING ON HOST "<MachineName>"

BUILD FAILED
D:\JDeveloper\jdev\mywork\<Application Name>\<BPELProcessName>\build.xml:79: A problem occurred while
establishing a connection to the BPEL Server. Please make sure the server is running on host
"<Machine Name>", port "8888".

-- Steps To Reproduce:
1. Start SOA suite.
2. Make sure BPEL process manager and application server are successfully started.
3. Create a BPEL process in JDeveloper.
4. Compile.
5. Deploy to integration server (BPEL Process Manager). Build failed error occur.
