Goal

This Note explains how to change the default (English) encoding to a regional language for Oracle Web Services.

An invalid encoding usually returns an error saying "INVALID UTF8 ENCODING ".

Depending on the application involved, in some cases, there might be no errors/exceptions thrown, but the data might be retrieved as "???????"
